Asphalt Paving Award for Garrett Paving Company:

The National Asphalt Pavement Association (NAPA) announced that Garrett Paving Co., Inc. of Athens, Georgia, is a winner of its 2017 Quality in Construction Award for excellence in construction of an asphalt pavement.

The winning companies received their awards on Wednesday, February 14, at a ceremony during the association’s 63rd Annual Meeting in San Diego, Calif. The Quality in Construction Award recognizes the 10 highest-scoring projects submitted for a Quality in Construction Award in the General Asphalt Paving (less than 50,000 tons) category, nationwide. The award is sponsored by Asphalt Contractor Magazine.

“The asphalt pavement industry is committed to building high-quality projects that deliver superior performance to the traveling public. All contractors’ projects earning a Quality in Construction Award are measured against best practices designed to live up to that commitment,” said 2017 NAPA Chairman Dan Gallagher. “Earning the Quality in Construction Award demonstrates that Garrett Paving Co., Inc. has met or exceeded these rigorous standards.”

Garrett Paving Co., Inc., won the award for its work on the parking lot outside the Journalism Building at the University of Georgia. Garrett Paving Company was contracted to remove the existing pavement – which dated back 40 or 50 years – and replace it during the summer months of 2017, while most students were home for the summer.

“It was an aged parking lot and we did a total reconstruction,” said Rick Garrett, President of Garrett Paving Co., Inc. “We dug up the old asphalt, went in with new base material and then put on two layers of asphalt to replace it.” The Garrett Paving crew had two weeks to complete the job, which is plenty of time if the weather cooperates, Garrett said.

“The weather was good, except for a couple of afternoon thunderstorms,” he said. “With the availability of modern technology such as cell phone weather apps … we were usually able to track the storms and plan our work production accordingly.”

First, the crew milled the existing pavement on Parking Lot No. 9A and replaced the old sub-base material with new stone base. Then the old pavement was replaced with a 19mm binder course, followed by a 9.5mm surface layer. Both courses contained hydrated lime.

“The Georgia Department of Transportation uses hydrated lime as an anti-striping agent,” Garrett said. “It should create a better bond between the liquid asphalt and aggregate.”

The crew for this project is a skilled group of workers – most have 20-30 years of experience and have previously worked on award-winning pavements, Garrett said.

“They worked real hard and did a nice job on the parking lot,” Garrett said. The entire project was 30,000 square feet and took two weeks to complete. About 675 tons of asphalt was used to complete the project.
